The decision arrived at by the Borough Council of Te Kuiti to call a special meeting for the purpose of placing before the ratepayers the position' of the borough, and seeking the expression of public opinion as to further borrowing has not come too soon. The matter is one of grave moment as far as the townspeople are concerned, and everything is to be gained and nothing lost by inviting free and candid expression on the subject, from those who are chiefly concerned. It is now generally recognised that the loan originally raised, portions of which were earmarked for specific purposes, will not cover the cost of carrying to completion the comprehensive schema inaugurated by the first council This is not to be wondered at when due consideration is given to the circumstances of the case. In all schemes of town planning and improving it is altogether impossible to provide for every contingency which may arise, and the fact that additional requirements keep cropping up is frequently indicative of general expansion, and a progress which demands recognition. Moreover, the over running of the original estimates may be occasioned by causes over which the council could have no control, such a fluctuating markets and the demands of labour. Theße are the natural and common causes which may lead ar.v municipality to overstep a limit set according to conditions existing at the initiation of a scheme. Wheher such has been the case at Te Kuiti or not, it is manifest that in order to complete the water service, and to provide up-to-date streets a considerable addition will require to be made to the original loan Presumably the ratepayers will be presented with a statement, and invited to express an opinion as to the desirability of increasing the present liability. As to the necessity of completing the water service.and erecting a dam to conserve a sufficient supply for our increasing population there can be no two opinions. Unless the i service be made adequate and efficient the money already expended will have been practically wasted. The pressing necessity for a water supply is only felt during a dry summer, and the manifest objnct of installing a town service is to provide against a shortage when a tank supply runs out. The placing of our streets in proper condition is of the highest importance, and thu council can hardly faii to receive the sanction of the ratepayers to raise a sufficient sum to carry out such a necessary work. It is to be hoped the ratepayers will take sufficient interest
in the matter to attend the meeting and become thoroughly conversant with the position. The members of the council devote considerable time and trouble to furthering the progress of the town, and it is altogether desirable that the ratepayers as a body should accord that measure of interest to the matter which the occasion demands.
