On our action during the next few years depends to a great extent the future of this town; and while I favour a courageous and progressive policy, I am dead against recklessness, and it would be my endeavour to keep rates as low as is compatible with true progress. Unusual and urgent business necessitates my absence from town for most of this week, but I hope to have the pleasure of addressing you in the Town Hall on Thursday evening.
