WAR STAFF CREATED. By Telegraph.—Press Association. —Copyright London Monday. The Admiralty is forming a war staff. Captain E. C. T. Trowbridge (Private Secretary to the First Lord) ia appointed Chief of Staff, and Sir Francis Hopwood an additional Civil Lord. Captains George Ballard and Thomas Jackson are made Directors of the Operations Division and Intelligence Division respectively. Rear-Admiral David Beatty succeeds Captain Troubridge, taking the new title of Naval Secretary to the First Ldrd.
