BOROUGH COUNCIL.
SPECIAL MEETING
A special meeting of Te Kuiti Borough Council was held last night
in the Council Cnambers. Present — His Worship the Mayor (Mr Jus. Boddie) and Crs Lusk, Sims, Young. Hardv and Tammad^e.
Native Camp at To Kuiti.—-Inspec-tor Bennett forwarded J!a letter he had received from the District Health Officer approving of his recommendations with respect to permanent night soil accommodation. —The District Health Officer also wrote direct, asking whether the land used Ly the natives was public or private, whether there was a likeilhood of a permanent native hostelry being required; .-.no whether, if permanent privvics were there it would be sufficient to let the natives erect tents or whares as required.—lnspector Bennett wrote urging the necessity for making proper sanitary accommodation at the native camps.—Tlie matter was referred to the Sanitary Committor to report. Maoris and Dog Taxes.- -Mr W. A. Cantlon, poundkeeper, asked whether natives were exempt from dog taxes, also what was the position with respect to a dog registered elsewhere.---
It was decided to summon such persons, Maori or pakeha, who tailed to register their dogs. Water Supply in Awakino Road.— Messrs Darrow and Floyd waited on the Council with reference to the water supply, asking whether their district was to be included and when. —The Mayor said he would certainly think a water supply up the Awakino road to Mr Floyd's would be necessary. The Works Committee was responsible and v.'iw streets would have to be considered. —The engineer said the Awakino roan was a dead end and a smaller pipe would be used, say 1?< inches, carrying the water, at any rate, as far as the factory.
Finance Committee.- -The Finance Committee recommended the engagement of a competent surveyor to take the town levels: that steps he taken to provide by bye-law for minimum areas for shops and dwellings; and that land be taken under the Public Works Act to connect Matai street with William street. —lt was decided to call applications for the preparation of a plan and the. taking of th?. permanent levels of the borough.—The report was adopted.
Engineer's Report. —Mr Spencer reported that the Waiteti road could be made into a fair state of repair by an expenditure of £2-1. Seddon street dam was below the level of the concrete pipes which the railway department had recently laid to drain the yards. He proposed filling up the present ditch where the water stagnates with clay and putting two or three small planks to cross the rain to retain the earth. The timber culvert in Carroll street should be relaid at a self-cleaning gradient an the bar in the Seddon street drain cut to let off stagnant water. The plan of Manorina road metalling, etc , as far as the bowling green was submitted. -The Mayor suggested that ratepayers living on the Waiteti road apply to the County Council for assistance in improving that road.—The report was adopted. Works Committee. -• The Works Committee recommended that Lewer and Mitchell's tender for the George street contract be accepted; that ttie matter of the appointment of a surfaceman be deferred; and that fresh tenders be called for completion of Hill street contract.
Municipal Buildings. The question of dealing with tenders was left to the Legal and Finance Committee.
Building' Areas. —O Lusk said he thought something should be done to provide a bye-law to settle the minimum building areas. He had been approached by residents calling attention to cases where three cottages stood on less than a quarter of an acre of ground. He moved that it; he an instruction to the Water and
Drainage Committee when dealing with other bye-laws to prepare a byelaw dealing with minimum areas.
Cr Sims seconded. Carried. The Mayor said it was quite a step in the right direction. Fireworks. Complaints wore made by several Councillors of the letting off of fireworks in the public streets and the attention of the police was directed to the matter. The Town Clerk said that on the last occasion when the police prosecuted under the bye-laws a Councillor defending said the bye-law was null and void. The police then said that after that they would take no further action. Treasurer's Statement. —The Town Clerk submitted a statement showing the receipts and expenditure for the current year to date, showing receipts, including arrears of rate £258 20s 9d, subsidy £l3l Is sd, and contractors' deposits £521 12s 2d, of £1022 15s lOd and expenditure, including over draft £499 19s (id, balance in hand £36 3s sd, hospital levy £lOl As 9d, salaries and allowances £lll Us sd, wages £25 3s 9d, printing and advertising £29 7s 3d, contractors' deposits returned £-14, of £1022 15s lOd.
