TE KUITI BOROUGH COUNCIL.

The usual monthly meeting of the above Council was held on Monday evening last. Present —His Worship the Mayor, Crs Forsyth, Young, Sims, Lusk, Hardy and Tammadge. A letter from Messrs Walls and Co., re lighting was, on the motion of Messrs Forsyth and Young, referred to the Lihgting Committee. Town Planning.-—Mr Charles C. Reade wrote for information in regard Te Kuiti, asking whether the original plan of the town was approved by the Government before being sold, was it laid out by the Government, was any provision for recreation grounds or public gardens, and what year the town was laid out. —Resolved that the clerk give the required information.

Night Soil Depot.—The District Health Officer wrote that he was unable to visit Te Kuiti for a week or two, but meantime regarded the site as in every way suitable, unless flooding was a frequent occurrence. The land was isolated, the nearest native's residence being over 200 yards away. It was cut off from surrounding ground on one side by che river and on the other sides by an old water course. If the deposits were kept a reasonable distance —say,two chains—from the river bank, no pollution of the river water would result. It is flat, easily worked and there is access by a metal road—a very important item. As regards flooding —much depended on the frequency with which it occurs. If it was a constant feaI ture, happening two or three times a year, he thought it would render the site unsuitable. Even if it were to be expected once each year he would hesitate to recommend the place. If, on the other hand, it was an unusual' thing," happening perhaps once in three or four years, he did not consider it [a serious objection. The degree of flooding was also important. If, apart from complete flooding, the ground became water logged by the over-backing up in the old water courses for long periods each winter, the site would be unsuitable. If there were regular floodings at which the waters broke up the ground it was a serious drawback. If the flood waters only cover the ground for a few hours and rapidly subside, it was not a serious objection.-—Resolved that the above mtater be held over until Dr Makgill's next visit. Resolved that the portion of road from the junction of the Mangaorino road to the borough boundary be named Tammadge street. Messrs St Hill, Braithwaite and Co. applied for an auctioneer's license —Granted.

Accounts as read were passed for payment. Resolved that Mr Jones, architect, be instructed to call tenders forthwith for the Municipal Chambers and Library. Cr asked the Council to do some repairs to the Waiteti road, which he stated was in a very bad state, the carting jf the water pipes having caused the trouble. H« proposed that the County- engineer be asked to report upon this road. — Seconded by Cr Sims and carried. Cr Lusk spoke upon the congestion of buildings on certain sections in the town, and thought that no building permit should be granted unless the Building Inspector was satisfied that there was sufficient space for sanitary arrangements, etc., and gave notice of motion, "That the Council define by by-law the requisite limitations for building areas." Resolved that the Water and Drainage Committee set up by-laws for the Borough. ENGINEER'S REPORT.

I beg to report, that all the Bin. water main from the dam site to Jennings street has been laid, with the exception of one or two connecting pipes to valves which can only be complete when these valves and vsundry other fittings necessary arrive from England, which it is anticipated they will do about the end of the month. The pre c sure tank fittings have been received and connected up so in a few days after the above fittings come to hand I hope to be in a position to lay the water on to the centre of the town. A new bridge will be necessary at 5 miles 23 chains owing to my having determined to alter the old line, which on opening up proved the ground to be of a very treacherous nature and liable to slide into the creek at any time. A good deal of the necessary timber is on the ground and I desire to arrange for the balance to be delivered and to construct the bridge. I tested the main for a length of about 1J miles at the top end and found two leaks owing to faulty castings which I have remedied and the main on this portion is now pounds which is satisfactory,as should there be a ]pak on the remainder it will be much more easily located and repaired owing to the cover over the pipes being much less than at the top end. I have re-pegged Hill street and made a fresh plan as all the old pegs were ploughed out or missing. 1 have given the contractors nutice to enter upon and take the works and complete the same at their expense. I find that there is a considerable amount of work still to be done on this contract as practically no attempt was made to grade the road and only widening from side cutting has been done. I have laid out George street and continued same along Hill street to Edward street, as along this latter portion the necessary earth to fill George street up to the formation level would naturally come, hence the t»vo portionss should be gone on with together. With regard to the proposed Mangaorino road metalling, I shall be glad of the Council's instructions as to where the metalling has to be extended to, whether up the hill or along by the river towards the Bowling green. I shall also be glad to know how the water pipes and the other material or plant arriving at the railway station in the future is to be tallied and dealt with; also whether the work in connection with the water works is to be done by day labour for

the future. I would also be glad if more definite instructions as to wlieie the footpath in King street is to be located. With regard to the new proposed work in Tawhana street the tenders for this will probably be a good deal in excess of my preliminary estimate as 1 did not allow for such a big culvert in King street as the Council now proposes to put in, seeing that a 2.4 by 2 culvert is now taking the water of the same drain since I have divided the concentrated flow which all formerly came down King street, and by making the opening at the junction of Princess street and Queen street, probably the major portion of the water now comes down Queen street and will not go through the new proposed 6 by 4 culvert, but combines with the King street junctioning and passing by a very bad junction under this street in a 5 by 4 culvert which I have never seen half full vet.—L. The Works Committee reported as follows:—That Mr J. T. Thomson had been instructed to take some action to keep the footbath in front of his shop clean or otherwise remove the automatic machine; that the engineer be asked to report the best way to drain Seddon street; Messrs Lewer and Mitchell's tender of £B6 for Tawhana street contract wa3 accepted, the same firm's tender for widening Rata street was also accepted, limestone Is 6d, river metal 5s lOd per yard; Mr J. Keane's tender of £79 for pipe trenches was accepted; the specifications of the George street contract, as submitted by the enigneer, were approved, subject to the batter being increased to 12 inches; the Hill street specifications were approved.
