STATE INSURANCE SCHEME.

The Unionist members of the House of Commons are delighted with the sickness and invalidity insurance proposals, but are less emphatic in their approval of the unemployment provisions, believing it will add to the cost of manufacture, and should be accompanied by some form of protection against goods produced under other conditions. The Liberals are enthusiastic on the whole scheme, and the Labourites generally approve, but regret the unemployment insurance is not more general. Received May 6, 9.30 a.m. London, Last Night. There is strong criticism regarding a clause, in the Invalidity and Unemployment Insurance Bill providing for any deficiency due through a workman's smaller contribution, when earning less than 15s weekly, which should be made up by the employer. The "Pall Mall Gazette" states that, while cordially recognising Mr Lloyd George's fearless initiative and bold imaginative powers, and that the general advantages of the scheme are indisputable, still it roust pinch somewhere, and there is no effective difference between taxing people's food and taxing wages by deducting £11,000,000 annually.
