A large increase is noticeable in postal matter since the inauguration of penny postage. Mr Thomas (Postmaster-Genera!) has received a large numbsr of congratulatory messages, including one from Sir Joseph Ward, who says it completes another M link in the chain of Imperial unity, Jg and adds: "May its general introduc-JH tion throughout the world follow."
