AUSTRALIAN NAVY.

Admiral Henderson's recommendations include:—The appointment of a Naval Board; a thorough system of training officers and men; the protection and equipment of naval bases essential to the maintainance of modern warships; organisation of a complete system of communication and intelligence. The Admiral sjggests the completed fleet should consist of 52 vessels, with a personnel of 15,000 officers and men, at a total cost of £88,500,000. Received March 15, 9 a.m. Sydney, This Day. Admiral Henderson's report is widely criticised, but it is generaly recognised that the recommendations are highly important. Tne enormous cost will be a stumbling block. Federal Ministers are reticent. Mr Pearce says the Government has already made a start in appointing the Naval Board to deal with other point 3 as they arise.
