PROTECTING PANAMA.
By Telegraph.—Press Association.—Copyright Received January 27, 10 p.m. Guayaquil, Yesterday. The United States' Government is pressing a proposal to lease the Galapagos Islands, for the purposes of a base to protect the Panama Canal, and is offering seven million sterling for a ninety-nine years' lease, guaranteeing Ecuador the sovereignty of the islands.
