DEFENCE OF HOLLAND.

The "Journal de Debats," commenting on the proposed fortification oc Flushing, states that Dutch defence is exclusively designed against an attack on the sea—in other words, en the theory that one power aione, namely Britain, is a possible aggressor. It adds: "M. Pichcn's statement claimed that those guaranteeing Belgium's neutrality are entitled to exchange views and to adopt precautions to prevent being taken by surprise, if Belgium appealed for the fulfilment of the guarantees. No menace to Holland's independence was ever intended." "Le Temps" declares that Holland has nothing to fear from Britain, in the event of a European war, if she is not bound to Germany, but if she takes advantage of the Powers divergent views, and executes her schemes, she thereby notifies in the best possible manner that she has joined the Triple Alliance.
