NEG OTIA TlO N S RES U MED. Fekin, Tuesday. China has resumed the. opium negotiations, hoping that an agreement will accelerate the extinction of imports from India, but a continued unchecked poppy cultivation in many districts is regarded in some circles as a serious obstacle.
