The said Te Kuiti Borough Council hereby makes and levies a Special Rate of Twopence Farthing (2Jd) in the Pound (£) upon the rateable value of all rateable property of the Borough of Te Kuiti, and that such Special Rate shall be an annual-recurring rate during the currency of such loan, and be payable half-yearly en the first day of February and first day of August in each and every year during the currency of such loan, bjing a period of 36J years, or until the loan is.fully paid off."
