The Japanese Ambassador, in a speech, said Japanese business men were disappointed with German Industrialists. They carried industrial secrecy too far, hence the Japanese went to other countries where they encountered less mistrust and there did business. Pan-German journals affirm that the Japanese frqeuently abuse the opportunities afforded them.
