Speaking in the House of Representatives, Mr Gilbert, who recently defeated the Laurier candidate in the Quebec province, explained the French-Canadian attitude on the naval ojuestion, and declared that a plebescite ought, to be taken previous to the .formation of a navy. lie wished to j.reserve the cotinlry''i autonomy unaffected, so the fullest benefit might result from the public expenditure. Other members criticised the existing cruisers, and declared them useless in warfare of the future. The futuio home-built cruisers would not be better.
Amendments disapproving of the Government's policy and demanding a plebescite were defeated by a majority of 50.
