The Aid to Public Works Bill was passed through Committee unamended. The New Zealand State Guaranteed Advances Bill was put through without amendment. On the motion of Sir Joseph Ward an amendment was carried to the effect that first-class security loans have a currency of 36A years, secondclass 30 years, and third-class 20 years. The Premier agreed to further amendments enabling a local body to secure a further advance to complete any public work so long as the expenditure contemplated was covered bv the previous consent of the ratepayers, [f an additional expenditure does not exceed 10 per cent, no poll of ratepayers will be required to enable the security of a special rate to be set against the additional rate. A new clause was inserted enabling debentures to be issued in tho satisfactory purchase of money on compensation for land acquired under the Land for Settlement Act.
