TRAFFIC ON BRIDGES. 37. No person shall drive, lead or take any horse, cattle, engine, machine or vehicle over any bridge of a greater span than ten feet at. other that a walking pace. WATER-TABLES. 38. No person shall drive any engine, machine or vehicle on a road in* such manner that any wheel or wheels thereof shall be in the water-table. LIGHTS ON VEHICLES. 39. No person shall drive any vehicle (other than a cart dray or waggon) along any street, road, or public place between sunset and sunrise, unless such vehicle carries two proper and sufficient lights in front, so fixed as to be plainly visible to any person approaching such vehicle from a contrary direction. 40 No person shall drive any cart, dray or waggon on* or along any street, road or public place, between sunset and sunrise, unless such cart, dray or waggon has a proper and sufficient light attached to or suspended from the off or right side of such cart, dray or waggon, so as to be plainly visible to any person approaching such cart, dray or waggon from a contrary direction. 41. No person shall ride any bicycle or tricycle on any street or road between sunset and sunrise, unless such bicycle or tricycle carries a proper and sufficient light in front. PEDLARS AND HAWKERS. 42. The Council shall issue a license to any person, whom they deem a fit and proper person, to carry on the business of a pedlar or hawker within the County, on payment of a fee of one pound. Every such license shall be signed by the County Clerk, and shall he in force for six months from the date thereof. 43 No person, acting on his own account, or as the servant of another, shall trade or carry on businses, in any manner, or to any extent, as a pedlar or hawker with respect to goods or artcicles of any description within the County, without having first obtained a license from the County so to do. BILLIARD ROOMS. 44.. The Council shall issue a license for any Public Billiard room, which they deem suitably constructed, situated and conducted, subject to the following conditions: — (a) Every such license shall be in writing under the hand of the County Clerk, nnd shall (unless cancelled as hereinafter provided) be in force for a period of twelve months from the date thereof. (b) For every Billiard Room license, there shall be paid to the Council, before the issue of such license, a fee of £3 10s for single table and £1 10s for every extra table in the same room. (c) If, at any time, any Billiard Room licensed by the Council,. shall in the opinion of the Council, he in an unfit state or otherwise unsuitable to be used as a billiard room, in case the owner or occupier of such room shall be convicted of any offence under "The Counties Act Amendment Act, 1903," or under any Act relating to the sale of alcoholic liquors; or in case such billiard room shall in the opinion of the Council be improperly conducted; then, and in any such case it shall be lawful for the Council by notice in writing under the hand of the County Clerk, delivered or left at such billiard room, to cancel the license of such billiard room, and such billiard room shall thereupon and thereafter be deemed to be unlicensed. 45. No person, whether acting on his own account or as the servant of another, shall carry on or eonduct the business of a billiard room, within the . County, unless such billiard room is duly licensed under the provisions of this By-law. PENAL. 46. Any person, who shall do, or cause to be done, anything whatsoever contrary to this By-law, or shall omit to do anything, which according to the true intent and meaning of this Bylaw ought to be done by him at the time, in the manner in this By-law provided, or shall obstruct any officer of the Council in the performance of , any duty to be discharged by him under or in exercise of any power conferred on him by this By-law, or shall otherwise be guilty of any breach of this By-law, shall be liable to a penalty not exceeding five pounds,
