CANADIAN AFFAIRS. Ottawa, January 11. I The Hon. G. E. Foster (Minister for Finance in the five Administrations preceding the present), speaking at the Empire Club, Toronto, protested against the impression conveyed by some of Sir Wilfrid Laurier's recent speeches that political and fiscal freedom, and the tower of negotiating treaties, should be wrested from Britain. Mr Foster maintained that Canada already had much freedom. She could not have absolute autonomy in international relations without declaring independence. If such talk were serious it was revolutionary. PORTUGUESE REGICIDES. Lisbon, January 11. The Portuguese newspaper "Imparcial" states that a Republican plot against King Manuel has discovered. Forty of the conspirators have been arrested, and sentries are now guarding the Necessidades Palace. They fired several shots at suspects in the neighbourhood of the palace last night. Great excitement prevails in Lisbon. FOURTH SEA LORD. London, January 11. Captain Charles .Madden has been appointed Fourth Sea Lord of the Admiralty, in succession to Admiral- A. L. Winsloe, who has held the post since 1906, and has now been promoted to the command of the China squadron, for which station he will shortly leave. (Captain Madden has risen rapidly in the naval service, and has for some years held the post of naval assistant to the First Sea Lord, Admiral Lord Fisher, who is now retiring to give place to Admiral Sir A. K. Wilson.) GREEK REVOLUTION. Athens, January 11. Serious disagreements have occurred between the" Greek Military League and the navy.. The latter strongly object to the coercion of the Chamber, the threatened dictatorship of the Military League, and its desire that Lieutenant Typaldos and his associates be released without trial.
The navy reply that if he is acquitted on the ground that the revolution was a political offence, they themselves will court-amrtial the rebels AUSTRALIAN COAL. Sydney, January 11 The first shipment of foreign coal for the Government is expected tomorrow. ; To overcome the difficulty of unloading through the coal lumpers being on strike, the Railway Commissioners have constructed a number of Priestman graus, each capable of raising three tons from the ship's hold in one lift. COTTON SLUMP. New York, January 11. The greatest slump in cotton since the Sully campaign has taken place on the New York market. Prices came down with a run, amid wild scenes bf*excitement. A WEALTHY SUICIDE. Vienna, January 11. A Russian banker hanged himself in Austria to-day. A search of his pockets after the body had been cut down revealed £150,000 in bank notes and securities, PORTUGUESE REVOLUTION. -■Lisbon, January 12. It is semi-officially announced in Lisbon "that the Government has discovered the existence, of secret revolutionary societies in the different centres, and has found stores of firearms, explosives, daggers, and masks, The movement is directed against the monarchy. Four of the ringleaders have been arrested. SEDITION IN INDIA Calcutta, January 12. The trial is proceeding at Lahore of an ex-deportee (Ajit Singh), who has returned to India, but who has not yet been arrested, and others, on a charge of publishing seditious literature. The prosecution showed that Ajit Singh was connected with the publication of a book giving directions how to take life and destroy buildings. It also produced letters from a wellknow agitator to Parmanand, a student at India House, who is engaged in London raising funds tor Ajit Singh's India campaign.
THE WARATAH. London, January 12. It "is estimated that a sum of £145,00 is payable under the Workmen's Compensation Act to 115 relatives of the crew of the lost steamer Waratah.
