THE NAVAL SITUATION.

New Zealand's offer. The Reuter cablegram announcing the offer by the New Zealand Government to Britain of a first class battleship and a second,if necsssary, reached London after the morning newspapers had gone to press. The news was deemed of such importance in the present crisis that all the papers placarded their offices with extras announcing the offer. Great enthusiasm was expressed at the offer which the last outpost of Empire had made to the Motherland. The "Pall Mall Gazette" describes the offer as a magnificent one. "It should," adds the "Gazette" "acts as a stimulant to the Mother Country to place patriotism before party. The "Times" military correspondent, fearing that it will be impossible to sufficiently re-establish naval supremacy, urges thj raising of a million well trained Territorials. Brazil denies that she has any intention to cede her three Dreadnoughts to any Power, and declares that they are necessary for the protection of her own long coastline.
