Progressive Japan Arm«lronn, Whitworth and Co., of Newcastle, and Vickers, Son and Maxim. of Barrow, have almost completed the erection of steel works for gttn forging. The Japanese Government intend purchasing the works, the Japanese Admiralty managing them, assisted by English experts. Japan has ordered from Armstrong, Whitworth and Co., a large number of gun mountings.
Britain's Defence Scheme A discursive debate on the Army Estimates took place in the House of Commons last evening. Mr Haldane Secretary for War, in replying to several Labour members, declared that he Alliance Assurance Company was as fully entitled to employ in clerks not belonging to the territorial Army as to reject trade unionists or non abstainers Recruiting had been so satisfactory, he added, that there was now no need for the other employers to foil »w the Alliance Company's example. Later Mr Haldane described the amendment of Dr V. H. Rutherford, member for the Brentford division of Middlesex, to reduce the regulars by 10,000, which several Ministeralists supported. as a proposal calculated to throw the whole military arrangements into a state of chaos. In reply to Mr George Wyndham ex Chief Secretary for Ireland, M Haldane admitted that the War Office wa3 now ready with vital statistics and a plan in the event of conscription being decided upon.
