President Roosevelt's final message | to Congress makes interesting reading. Railwavs, he says, should be removed from the domain of the anti-trust law and put under an inter-State commerce commission, likewise telephone and telegraph companies engaged in interState business. The "watering" of stock should be prohibited, and stock gambling as far as possible discouraged. The Message recommends a gror-gessive inheritance tax on large fortunes, and favours the strengthen-' ing of old age pensions by private initiative, a strict employers'-- liability law covering Government and interState business, and a careful safeguard in connection with the power of grant ing temporarv injunctions in labour disputes. He described the extreme labour leaders 7 demands in this matter as representing '' class legislation of the most brutal form and seeking to legalise blacklisting and boy cutting.'"_ The President warmly acknowledged the hospitalitv everywhere extended to the battleshiu fleet, and dwelt on the increased experience and efficiency of the fleet. He recommended as a corollary of the vovage the establishment before ftje Panama Canal opened oi satisfactory ocean lines to South America, Asia,' the Philippines, and Australasia. He announced that the occupation of Cuba would cease two months hence.
