DEPARTMENTALISM.

FOR the efficient work ins of any business, or any branch thereof, it is universally known that a system has to be adhered to, and any irregularities are held up for investigation. The same principle applies ostensibly to Government Departments throughout the Dominion, and generally it is admitted the methods employed answer as well as those of other countries. However, there are exceptions, and judging from the experience of the Waitomo County Council with the Lands Department, in the matter of thirds, there is every reason to take exception to the action of the Department. In a new district, where work of every description is crying aloud for completion and the responsibilities of the Local Body are multiplied byunusual conditions, it would naturally be expected every assistance would be granted them by Government Departments. Possibly the Departmet is actuated by the best of motives and by having matters thoroughly explained and discussed a better understanding will be established. Unfortunately Departmentalism has a genius for misunderstanding', and during the process of enlightenment delays are apt to happen which affect'the locality interested, to its detriment. In the present case the County Council certainly have the better of the argument, and we trust the opportunity will not again be given to the Department to advance a claim for the usurping of the Council's functions in the district.
