A Maniac Emperor.

Saigon, Oct. 5. The Saigon newspapers assert that the Emperor of Annam is a criminal maniac. It is alleged that he tortured to death several of his wives by vivisection. One journal also admits that he sacrificed his mother in the cause of science by shutting her in a room with two plague patients. The Emperor, it is stated, refused to receive a French resident who went to try and remonstrate with him.
