London, Feb 13 Slack, Liberal, beat Vicary Gibbs, Conservative, in by-election for St. Albans by over 100 votes. (Gibbs, who was elected unopposed in 1900, resigned owing to his being connected with the purchase of warships—built for Chili—by the English Government, and in seeking re-election has been defeated. St. Albans has for years been a Conservative stronghold).
