RUSSIA AND JAPAN London, Feb 12 Weihaiwei was not used as a base for the torpedo boats attacking Port Arthur. Before the attack the chief artillery officer of the Pallada, which was’on the outer edge of the fleet, noticed four torpedo boats approaching anil using Russian signals. He told the captain they were Japanese, but the captain disbelieved him. The artillery officer, however, prepared for action, and when a torpedo was launched the Pallada immediately retaliated. The majority of the wounded belong to the Pallada. They were poisoned by melinite gases. Tokio accounts state that the captain of the Varyag remained on board and exploded the magazine after the crew had escaped by either swimming ashore or to a French ship. Japan is preparing for advance on Yalu River. General Karonti appointed commander of first army corps. Reported Russian Ambassador asked England to allow the Black Sea fleet to pass through the Dardanelles, and, also, that Russia has asked Germany to allow 15 of the Baltic fleet to pass through Kiel canal.
