THE FAR EAST. ' London, Dec 28 The “Standard” states that trustworthy information has reached St. Petersburg that negotiations between Russia and Japan will be resumed immediately. Russia has ordered from Omaha 1,000,0001bs of tinned meat, to be delivered in ’Frisco by January 26th and shipped to the Far East in two Russian steamers. Correspondent of “ Times ” says Russia is determined the struggle shall not be confined to herself and Japan, and that in event of war China will not be allowed to remain neutral. Russia is certain to make a pretext for attacking her. Morrison laments Britain’s tardiness in preparing for eventualities. He declares Japan’s preparations are thoroughly complete. New York, Dec 28 The New York papers have more pacific news. They believe that England has notified Russia that Japan’s demands are just. The “ Sun ” says that if the contest is extended to Europe the UnitedJStates navy will be ranged with that of Great Britain if the Powers declare food a contraband of war. Paris, Dec 28 Speaking in the Senate, Delcasse declared there was nothing in the Far Eastern situation which justified alarmist reports. The pacific disposition of both Powers was undoubted. He added that though Great Britain and France were in contact on many points, there are no vital interests affected. The speech was received with applause. Tokio, Dec 28 The Sixth Army Division is held . in readiness to sail for Corea.
