SPANISH-AMERICAN WAR. CUBAN APPEAL TO SAMPSON. CORDIAL MESSAGE FROM EMPEROR WILLIAM TO McKinley. WASHINGTON, July 26 Five thousand Cubans at Cienfuegos have appealed to Sampson" to capture the town and speedily avert their starvation. The German Ambassador has delivered to McKinley a cordial message from the Emperor. It is believed the communication disavows Diederich’s actiou at the Philippines.
