LONDON, Dec 21 Receiving order made against S. R. Siever, the husband of Lady Mabel Siever. William Morgan, of Sydney, in conjunction with John Higginson, a well know mine owner of New Caledonia, is forming syndicate to develop Noumea iron mines and ship ore to Sydney for treatment, provided N. S. Wales Govt grants monopoly. Money for syndicate will be supplied jointly by English and French capitalists. VIENNA, Dec 21

Prince Hohenlohe, Chancellor of Empire, supports energetic Colonial policy propounded by Berlin Press, and declares that unless Great Britain abandons Zanzibar, Witu, and Uganda, in exchange for Samoa, Germany will not yield any of her rights in that group.
Twenty-two branches of the German Colonial Society demand that Germany shall be given sole protectorate over Samoa.
