Japan notified Powers that war has been declared. Secy, of State for British Foreign Office informed various embassies of the fact.
Japanese Govt asserts that negotiations for peace through Great Britain were nearly concluded, when China demanded Japan should withdraw whole of her ships from Chinese ports, otherwise China would declare war. Govt also asserts that Hying of British flag on board the Kowshung was merely a ruse. Owing to action of Opposition, the Evicted Tenants Reinstatement Bill is making rapid progress through Committee. During passage of a section of the Bill the whole Conservative party left the House as a protest against the application oi closure. Radical party gave a banquet to Sir V. Harcourt. He made no reference to rumors of his intention to resign. Only the coolness of the captain and officers prevented panic on the Miowera when she struck. Capt Scott and the Pilot were on the bridge together at the time. Pilot is blamed. Lord Kimberley declined to receive apology from J apanese for firing on British flag until British Consul has reported on the incident. Government warned shippers they must send to China and Japan at their own risk.

Immense precautions have been taken to prevent disorder. CHICAGO, Aug 2 Fire destroyed number of warehouses, doing 2,000,000 dollars worth rd damage.
