LONDON, July 14 Seven vessels from New Zealand are unable to complete discharge of their cargoes of frozen meat, owing to want of cool storage. It is feared settlement of American strike will increase overstock of meat. Committee of Lords submitted report, drawn up in guarded manner, in favor of principle of Betterment in cases where property has been increased in value by municipal improvements. Committee admits there is difficulty in applying the provision. It is announced that China accepts England’s mediation with regard to Corea. Sir G. Grey returns to N. Z. by the Gothic in October. PARIS, July If In deference to demands of Socialists, Chamber of Deputies agreed to appointment of Committee for purpose of arranging basis of Income Tax. ST PETERSBURG, July 14 Russia is building five warships at Sebastopol and extending dockyards there. July 15 Fifty deaths daily reported from cholera in this city. WASHINGTON, July 14 Phelp, one of strike leaders, sentenced to 6 months imprisonment for interfering with railways. Working' men have appealed to President to visit Chicago personally and redress grievances. Debs, leader of the men, announced that the strike is at an end. Estimated cost to Govt by stopping strike is 42200,000.

PARIS, July 13
Reports of Anarchist plot to blow up the Chamber of Deputies has alarmed Paris. Special guards are increased. Irish tourist named Morgaiss was arrested on suspicion of designs to murder the President but was liberated on mistake being discovered.
LONDON, July 14
The Scotland Yard authorities have warned the French police of Anarchist plot to destroy, by dynamite, simultaneously, Chamber of Deputies, the Bonrse, Elvsee and Palace of Justice. PARIS, July 14 Anarchist plot to destroy the Toulon arsenal was frustrated.
July 15
Existence of a plot at Toulon is confirmed. If the plan had succeeded thousands of spectators would have between* burning vessels and a high wall.
Third attempt to bnrn the arsenal was frustrated.
