MELBOURNE, June 19
Cabinet considered Dibbs’ scheme. General opinion is that conference of three Members of N. S. Wales Govt and three from Victorian Govt have arrived at agreement which will form basis of definite Federal proposals. Colonial Treasurer proposed scheme for the conversion of Victorian debt, amounting to £48,000,000, into 3 per cent intermediate consols. He roughly estimates £6,000,000 will have to be given to debenture holders to induce them to accept 3 per cent. Net saving, if the debt is converted, will be £286, 000 per annum. ADELAIDE, June 19
Mutineers on board ship Chittagong seized firearms and deposed the Captain, and then compelled the chief officer to navigate the ship to Australia. Captain is awaiting instructions from owners.

General Secy of Workers Union has written Pastoralists Association that as no reply has been received to request for Conference it has beeu decided to call upon members of the Union throughout Queensland not to sign any shearing agreement until present dispute settled except under old conditions.
Govt are about to try experiment of employing State prisoners ou Govt works.
