LONDON, June 5 Premium of Western Australian loan is 2|. Agents General, with Tupper, of Canada, and Miles, of Cape Colony, agreed that legal right of British Govt to apply estate duty to personalty in the Colonies is unquestionable, but they think it is highly independent to enforce right under existing legacy and succession duties. Owing to Agents General of N. S. Wales, Western Australia and Queensland not having received definite instructions in the matter it was decided to defer action for a few days. In the Commons, today, a Bill was committed, of which Clause 1, embodying principle of general estate duty, was carried by a majority of 42. Harcourt denied the Bill would impose any tax on the Colonies, and said all would be treated alike. Sir John Lubbock raised question of colonial issue regarding the Bill later on. Balfour said the Govt, by their action, made it impossible for British subjects to invest money abroad, or for foreign subjects to invest in England. The Commons, by a majority of 104, adopted principle of graduated taxation as proposed in new Income Tax and succession duties. Johnston, British Commissioner, reports he has defeated Mankapera, and inflicted death blow on slave trade in Nyassaland, he also states Australians are beginning to prefer Central Africa to Paraguay. ROME, June 5 Owing to incessant opposition displayed in Chamber of Deputies to financial proposals of Govt, Crispi has resigned. Ministry will probably be reconstructed, but Preses and Ministers of Finance and Works will not be included in new Cabinet.
