Licensing' Law.
Another controversial point in connection with the reading of the Liquor Sale's Control Act has been put forth, to the effect that every application for a license shall be accompanied by a certificate (of character) signed by a Resident Magistrate as to the fitness of the applicant to have such license. For our part, we hold that this only applies in the case of applications for new licenses, and not with respect to those for renewals. The Act, however, is so wretchedly drawn, and so conflicting with regard to the unrepealed portions of the law, that the A. L. S. C. Act can, in parts, be held to mean almost anything in reason. A new draughtsman is sadly wanted. One who will write clear and intelligible English, and, it might almost be urged, one whose knowledge of law is, practically, nil, so long as his diction is accurate.
