Domain Board.
Present : Messrs A. W. Ingles (Chairman pro tem) R. Brown, J. Davidson, G. Eaton, P. Keenan, G. Taylor, C. Wood. Mr Burland applied for use of the South Bay Course for Hack Race Meeting on 24th. Application granted.
The]Clerk submitted to following effect :—According to instructions called for tenders for right of grazing upon Reserves for 3 years. Noticed leader in Star asking Board to stay its handsuntil it can be ascertained whether a charge can legally be made on certain days for admission. As conditions of letting provide, inter alia, that Board has power to allow the Reserve to be used for Recreation purposes as often as they choose, he saw no reason for delay. He urged that it has been repeatedly decided that Domain Boards have no power to allow any charge for admission, and that attempts to do so have been successfully resisted, instancing Hagley Park, Christchurch, management of which allows all sorts of sports and recreations to be carried out, but cannot enforce charge for entrance. Reserves in South Bay are vested in Domain Board under general regulations contained in Domains and Reserves Acts, and special legislation will be required to authorize Board to make any charge, ‘ at least (concluded the Clerk) I am of that opinion, although I should only be too pleased if the ‘ Editor of the Star,’ or any other gentleman, could point out how it could legally be done.’ Conditions of lease having been read, The Chairman said they were quite convinced in their own minds that a charge could not be made for admission. Cr Brown agreed with the Chairman. Tenders were then opened and dealt with as follows : T. Jackson and Co. £8 per annumn (accepted) ; C. Evans £7 10s.—The Board then adjourned.
