Doubts obtaining 1 as to whether the names of those who did not vote at the Licensing 1 elections should remain on the respective rolls or not should not exist. Some Registrars of Electors are striking names off the rolls, others are not doing so. The question is one that should be settled by the Government stating fearlessly and openly what their intention on the point was. The Bill dealing with the matter was a Government one, and surely * they can interpret their own measures with the aid of the law officers. In fact, all Ministerial measures should have clear and explicit notes, fully explaining the law as intended on subjects dealing with public questions.
