The Colonial Treasurer states that there is a surplus of £200,000 ; there is abundant evidence that there are a number of unemployed in the Colony. Why not at once relieve the distress of the idle hands, when there are ample funds at the disposal of the Government ? Goodness knows there is plenty of work to be done. If the Premier is not aware of any he need only pay a visit to Kaikoura and he will be shown enough to keep a couple of hundred men employed all winter, at least, on the main road. Then Cooperative works can advantageously to the unemployed, and profitably to the State, be started and carried on in other parts of the Colony. It is a most mistaken line of action to bottle up a surplus while needy men are unable to find work.
