KAIKOURA COUNTY COUNCIL.

SATURDAY, APRIL 21, 1894.

Present: Councillors Collins (Chairman), Brown, Curtain, Ingles, Eaton, Taylor, Wood, Leave of absence was granted Cr Davidson, absent through illhealth. Outward correspondence included letters to Messrs Coakley and O’Carroll re hawking without a license (it proved to be a man who had bought the business of the former), in both cases fees had since been paid ; and to Charitable Aid Board for funeral expenses in re McNamara, a man who died at Maungamuanu. Treasury advised remittance of £337 10s, 75 per cent of subsidy ; £lO Auctioneer’s License ; and 10s for cleaning latrines.

J. Boyd asked for appointment as keeper of the North Road, for a term of years, self and horses, offering to do work at a reasonable rate. Letters were read from the Commr. of Lunds to the Council and to Mr JA. Parsons respecting sections on the Peninsula. He asked what sections could be leased with others withdrawn from sale, in consequence of there not being any present demand. The Chairman suggested letting on license.

Cr Ingles said no one would fence on such terms.

Cr Brown said 2| acres would be enough for any man to have on lease on the Peninsula. It would be too much of a monoply to let anyone have more, and it was enough for a cow run. Seven years would be a good term. —It was resolved that the Land Board be advised to lease the land in blocks of 2-| acres for 7 years, no one to have more than one block. Clerk and Inspector.

The Clerk and Inspector reported for the past month to the following effect : Renwick and Adair are still engaged repairing N. Road. Heavy rain on 24th and 25tb ulto. gutted out all creeks and watercourses between (Jhau and boatsheds, necessitating going over that part of road again. In some places' roadway was washed away to depth of 6ft, and various widths. Whole of these bad places have been made good, and men are now patching road and clearing slips this side of Obau,

South Road.—Engaged F. Workman to make crossings at Kohai passable twice after floods. He also went out to Cribb Creek which had been washed out badly. South Mailman having advised there were several bad places between Green Hills and Conway, sent Workman down and he put things straight. J. Mclnnes has done formation in contract near Lynton. Before he started, I went up and after consulting Cr Wood, agreed with Mclnnes to lower steep cuttings, on each side of Bell’s Creek, bringing road back to an. easy grade, for £lO. Mclnnes is now metalling this road. Suburban Roads.—Davidson’s road and Cemetery Read were almost impassable after last heavy rain, owing to slippery clay in formation. As there seems some prospect of spell of dry weather, advise that these roads be metalled, otherwise fear they will be badly cut up during winter months. There are several places in Suburban Roads that require patching, especially Beach road front Lyell Creek to Woolshed bridge. Mr T. Boyd has been carting gravel along this road and cut it through in many places. As Renwick is likely to be employed on North road for some weeks longer, he (Inspr.) asked Council to allow him to engage another team for week or two. Have had gorse and sweet-briar grubbed from roadsides where occupiers of adjacent lands were not liable, but with regard to sweet-briar, which is fast spreading all over district, it seems useless for Council to eradicate on the roads whilst owners of land keep plantations of it growing in all directions. Wharf to Peninsula—Commr. of Crown Lande has notified the Council that sections applied for by Council have been withdrawn from sale. There is also memorandum to Mr Parsons (Kaikoura member of Land Board) with regard to remaining sections on Peninsula, which he submits for Council's consideration. In company with Cr Brown, flagged out line of road, but it will be necessary to secure services of qualified surveyor to peg out sections so as to ascertain whether proposed road encroaches on any sections that 1 we sold It would also be advisable to

have road lines pegged out, as there are only 2 pegs to be found belonging to original survey. Wharf—Contractors finished work at wharf walls with exception of plastering one or two of upright parts low down. It was found impossible to get plaster to set owing to water coming on it so quickly, and work has been washed with cement once or twice instead. Only 32 casks cement used, leaving 21 available for other works.

Bridges—Timber delivered for repairs to Garrett’s Bridge. Does Council wish tenders called for these repairs?

Piles.—lf Council intends to renew remaining old piles next Summer it will be necessary to have timber cut soon, whilst sap is down. Decking is getting very rotten and shaky, and will require extensive repairs next summer to avoid accidents.

Steps and landing stage are getting very shaky. A heavy sea might carry them away altogether. The effect of plastering walls in one or two places where they are crumbling away should be tried, before long, or, it is likely, they will have to be treated in same manner as has been done under wharf.

Boatway—Spars of boatway are continually getting adrift. As Council has cement on band it would be well to have holes between rocks filled up with large stones grouted in concrete, which would leave a smooth surface for boats to be hauled upon. It would be necessary to have couple of spars at bottom for boats to enter on. There are two rocks, or boulders, just awash at low water at foot of ways, which could easily be removed by blasting. South Bay Domain—Mr Evans’ lease of South Bay Course expires on 23rd inst. Does Council intend to relet ?

Road to Wharf—Sea is encroaching in two places near The Cave on this road. It could be stopped by rolling in large stones from outside and filling in with broken metal.

Completion of contracts and receipt of tenders reported. Report adopted.

North Road. Mr J. Boyd to be informed that his offer cannot be entertained. The Inspector stated the Council during the year ending March 1892 spent £56 on the N. road (between Hapuka and Clarence); £7O in 1892-93; £94 in 189394, the Winter and Summer having been bad.

Cr Ingles said that perhaps it might answer to put a man on, weekly, to keep the road in repair, the man to improve the road when not engaged in repairs. He, however, thought it better to leave matters in abeyance. Cr Curtain thought there was a lot of mismanagement on the road, but he did not know whether the Inspector could improve matters. A lot of time was lost by the men going up and down when slips occurred, or when repairs were required. Cr Wood could not see how matters could he improved. The Inspector said be allowed the men half a day to come home and get supplies of food, but they were required to be back on the work at 8 a.m. Monday. No other time was lost. The Chairman said it was a peculiar bit of road, and not easy to maintain. Some people would grumble if it were Macadamised. He thought matters were satisfactory as they were going on. The discussion was concluded by taking up the next question. MISCELLANEOUS. Cr Ingles remarked that it was the intention to metal Davidson’s and Cemetry roads. The Chairman took exception to the use of round stones. The Inspector said it would cost three times as much for other. Sea washed limestone was the best. The Chairman said it was a dreadful job driving up the Post Office cutting now. The metal had not worked in. Cr Brown urged putting 10 yards of

metal on the roads referred to now, and 6 yards in the spring. Cemetery road should be metalled to Mr Feek’s gate.

It was agreed that tenders be invited by Saturday next, Cr Ingles to deal with them. Contractors not to be allowed, the Inspector urged, to cart in wet weather.

Cr Eaton suggested calling for tenders for repairing (patching) Beach Road north, between Woolwash and Woolshed bridges. Inspector suggested day labour ; he would require a horse and dray for other work.

His plan was agreed to. The Inspector said in another year it would be well not to allow contractors to carry more than a certain amount of gravel in a dray at one time.

In answer to a question, the Inspector stated that timber for the Deal Street chute had been ordered.

Inspector was authorised to carry out the works suggested by him in his report.

Work on road to wharf—near the cave—to be done hy day labour. Tenders for 3 years lease of the South Bay Course reserve to be invited.

It was decided to meet at 10.30 a.m. during the winter months. The Inspector stated that Mr J. Harnett was anxious to get to the Old Men’s Home, as present arrangements were very unsatisfactory for him. He (Inspr ) suggested trying the Jubilee Home, at Woolston.—To be seen into. On the motion of Cr Brown, it was agreed that Mrs Gordon be recommended for relief. The Chairman said chat there was a desire co have a posting pillar at the West End of the Town. It would be a convenience to many. Discussion on the matter showed Councillors to be anxious to further public interests, and a Receiving Box in Kaikoura House premises was suggested as a substitute, with the proprietor’s permission. There being a few unoccupied sections on which rates have not been paid for some time, it was agreed that the customary proceedings be taken to recover the sums due.—This will lead to the sections falling into the hands of the Public Trustee.

The Pay Sheet and Accounts having been passed, the Council adjourned until May 19.
