WASHINGTON, Feb 2 Admiral Benham has forwarded report to Govt stating that all the Powers interested in Brazil, with exception of Germany, are in favor of restoration of monarchy. Great Britain, he states, is specially anxious in the matter. United States Govt approved of action of Admiral Benham in firing on rebel warship, as it was necessary for protection of commerce. New tariff and Income Tax proposals passed Lower House by 203 to 140, amid great enthusiasm.
