THE CHARITABLE INSTITUTION BILL.

The preamble* sets forth that, whereas there are hospitals and charitable insti tutions, established in certain towns and districts in the colony, which arc maintained partly by aid from public funds ; and whereas other similar institutions may hereafter he established, it is proposed that both such ehould, in the future, be fnaintained by the following plan. All such institutions supported in wholo or part by the voluntary contributions of not less than fifty persons, each of whom shall have paid not less than £1 per annum, or f ■ £10 in- one donation, can be incorporated. When this has been done in any case, the management of the institution shall vest in a committee of nine members, to be elected from amongst the contributors. One-third of the managers so elected retire annually, and the vacancies are filled up by fresh elections. The whole

control of the institutiou would bo in the hands of those managers, who woulif appoint permanent oifipre^yote salaries, and make sucii#||^S^s| as werenecessary. Provision is made, by which the governor may j contribute money, voted, by Parliament, foßhe erection or enlargement of bjuiidings for such institutions. Tho revehg of the institutions to consist of wh&per is raised by voluntary subscription, _6pgl|me-ted by a sum of equal^amouMff from tho consolidated rcvenueffijia^ is to say, if nn institution received £500 a year in thesbape of donations, the Government would contribute another £500. It is further provided that the maximum sum to be thus paid from the consolidated fund is in no case to exceed-so much per head— the amount is left blank in the draft bill— for each inmate of such' ibslitutioH, or each person in receipt of out-door relief fromsuch institution. The remaining provisionsof the bill are to the'Vffect that near relatives of people-in eharitaWeiinstitutions will be compelled to contribute- to their support, and that destitute' br neglected* children are to be sent to industriali schools.
