THE EASTERN QUESTION,
March 22. Russia proposes a still further amendment in the protocol, and England is considering her answer. In a speech on Turkish affairs in Parlitiment, it was admitted that the Empire was gradually declining owing to internal disorganisation, but tbe Porte promises vigorous administration. It is asserted that Russia's promise to demobilise ber army is absolute, if England signs the protocol. Revengeful feeling has been renewed in Bosnia, and warlike preparations ire making in Asiatic Turkey. It is generally reported that Russia refuses to enter into any positive engagement, but promises to demobilize her army when the protocol is signed, when Turkey is disarmed, and when peace in Montenegro is secured. The English Cabinet before it considers tbe amendment proposed by Russia requires a distinct pledge that Russia will demobilize in the event of the protocol being signed. The Porte refuses the conditions submitted by Montenegro. The Oxford crew are the favorites for the University boat race.
