It has now been definitely settled, we learn on good authority, that the eti« suing election for the return of a member to represent the Riding of Antonio's in the Inangabua County Council, will be conducted as a first election— that is, all persons will be admitted to vote thereat who were in thd exercise of that privilege at the former election. This ia the interpretation which ihe Attorney-General phces upon tbe Counties Act, and it is no other than was expected. The date of the election, however, has not yet been fixed, and nothing will, we believe, be done in the matter until after the meeting of the Council to. morrow. While upon tbe subject of tbe County Council, we may point out that the Coupcil is scarcely proceeding in order with reference to the adoption of the whole of the Counties Act. Clause 80 which defines the power to be exercised by '" special order," seta forth :— " 1. The resolution to do such thing shall be adopted at a special meeting, 2. Such resolution shall be confirmed at a subsequent meeting
held not sooner tlian four weeks thereafter. 3. Public notice of such subsequent meeting and of such resolution shall be given once in each of the said four weeks, and a notice of such meeting sent to each Councillor." Some weeks have elapsed since the " special order " in reference to the adoption of the entire Act was exercised, but, we believe no public notice has been given of the " subsequent meeting," and it is quite certain that such notice cannot now be given as required "in each of the four weeks." It will then be for the Council at its next sitting to decide whether the whole proceeding should not be recommenced, or that theclause cited involves an unnecessary piece of circumlocution, perhaps to be as much honored in, the breach as in the observance. It ia as well, however, in all these matters, we think, that the business of the Council should be conducted as near as possible within the strict wording of the Act, if for no other end than to not endanger the status of the Council in the event of the validity of its acts being at a future time put to the teat.
