IMPROVEMENTS PROPOSED ENGINEER’S SUGGESTION ’ REPORT TO COUNCIL MEETING “At your March meeting’ thp question was raised as to whether proposals for the improvement of this domain were under the consideration of the Domain Board as a rehabilitation scheme,’ 7 reported the engineer, Mr S. Sadler, to last week’s meeting of the Thames County Council. “In the expectation of something emanating from this authority it is suggested that your council could well elaborate by working out a scheme for the development of all the communities along the coast under the council’s control. It is suggested that it would prove of assistance to your council if the various communities were invited to set up local committees to investigate the potentialities of these places as summer resorts and popular wateringplaces foi’ a very wide area. The local schemes when co-ordinated and in conjunction with the development of the Waiomo Domain would present a plan well worthy of the Government’s consideration.

“As a means of recuperating the health of the community after the strain and restrictions of the war years, the coast would play no mean part. The natural attractions of the coast can be greatly enhanced under intelligent guidance and the provision of facilities. Once established, these should become self-supporting under reasonable management, and th# present apathy and neglected appearance of some of the places would become a thing of the past.

“A really comprehensive scheme could justifiably capture the imagination of the Rehabilitation Board, and, once established, holiday resorts are ah’asset to the inhabitants of a very wide surrounding district and particularly to the locality in which they are situated. Suggested Improvements . “Some of the improvements that would suggest themselves are:— “(1) Adequate water supplies. “(2) Sealing the Coast Road throughout. “(3) Protection against -sea and stream erosions and, in some places, reclamations. “(4) The provision of attractive refreshment booths. “(5) The provision and development of playing areas and improved facilities for aquatic sports. “(6) Judicious planting of trees and shrubs to enhance natural beauty spots. “(7) Improved camping facilities, including electrical installations, lighting and heating. “It is suggested that a lead from your council would so kindle local enthusiasts that no difficulty would be experienced in setting up local committees to formulate detailed proposals that would apply to their particular localities. Rehabilitation Schemes “While on this subject the following are further suggestions for the consideration of your council as rehabiliation schemes and for which the support of the Thames Borough Council and possibly adjacent local bodies could be sought:— . “(1) The development of mining for metals on a comprehensive scientific basis. “(2) The opening up of road communication between the east and west sides of this country. “(3) The acquiring of lands suitable for market gardening and fruit-grow-ing in the vicinity of existing villages for cultivation by returned soldiers, under expert guidance to commence with. The houses for the men and their families to be erected in the villages where facilities already exist, including water and electricity supplies and convenient transport by bus and railway. This is a plan which should-be of lasting benefit to returned soldiers and would provide attractive social and working conditions to men who have become accustomed to living and working together. The accession of population would brighten up the social life of the villages and make it possible in due course to improve the amenities such as schools, place of entertainment, streets and footpaths, etc.” Cr. E. J. McLoughlin was of the opinion that the time was not suitable yet for such a proposal.
