Appeals to the Government for a reduction in the raefrb licence fees as a measure of relief to the public in these times of high taxation and wartime costs and obligations of one kind and another have not 'So far evoked
a favourable response. ? Since, owing to wartime conditions, the annual licence fee is now collected in a lump sum instead of as previously spread over the year in instalments, the agitation for a reduction has become more insistent.
One of the reasons given for the Government’s refusal to make any reduction is that part of the revenue from the licence fees is earmarked for a fund for future expansion. This fund on March 31 last year already stood of £BOO,OOO, being swelled to that amount by an accretion from the financial year 1941-42 of no les's than £260,00®. . If future expansion means, as it has been taken to mean, , improved services, better programmes., and more adequate' remuneration to authors and others who contribute to the culture and entertainment of the public, it is obvious that this very large sum is more that adequate.. In that case, more has. been demanded from the public by way of fees than was necessary. Ministers have referred to the need for conserving funds for buildings, and to the possibility of a national shortwave station for overseas broadcasting. jExpenditure of this kind is capital expenditure and should be provided out of capital, not out of the pockets of the listeners. This moreover, is expenditure that might well be postponed until after the war. In the meantime the payers of licence fees have a case for relief, and having* regard to the present state of the fund, are clearly entitled to it.
