PAEROA BOROUGH.

MEETING OF COUNCIL. ROUTINE BUSINESS. The regular meeting of the Paeroa Borough Council was held last might. His Worship the Mayor (Mr W. Matshall) presiding ovei Crs. P. E. Brenan, F. E. Flatt, 'W. Turner, J. W. silcock, E. Edwards. H. J. Hare. E. A. Porritt, and the town clqyk (Mr. W. C. Alexander). RESIGNATION Of’ COUNCILLOR. Ci. Pindqr. wrote resigning his seat on the council, as he was leaving tne district.

The Mayor moved that the counc.il place O|i record the services r.enderel to the corporation by Cr. Pintle,,r during the period he had been a. member of the council.

In moving the resolution; the Mayor said that Cr. Finder was sincere in his work on the council and spoke w.th an open mind. His practical knowledge hail been of use; to the council. In order to save the expense of a.n election Mr Pinder had dated his resignation from November 1.

Cr. Flatt eqdorsed the remarks of the Mayor am] seconded the resolution.

Cr. Silcock referred! to the work C. Pinder had done in connectior.i with the swimming baths, and said that there was no doubt he had savejl the ratepayers a lot of mqney by his piactical experience; in such matters. The resolution was carried. On tile motion of the Mayor, seconded by Cr. Edwatds. it was resolved that 110 steps be; taken to fill the vacancy. ARMISTICE DAY. A circular letter was received from the Prime Minister stating that Armistice Day would be held on Sunday, November 11, and requesting that all the pepple observe solemn silence for two minutes at 11 a.m. on that da to. The Mayor said that arrangements had been made for the signal to be given from Primrose Hill. He thought the council should go further and attend church as a council, in view of the fa.ct that the King would lie attending Divine service at Westminster Abbey. After some, informal discussion several councillors signified their intention of attending the Anglican Church with His Worship the Mayor at 10.45 a.m. on Sunday next. CONDEMNED DWELLING. The medical officer forwarded a certificate uhder. section 47 of the Health Act, 1920. recommending that notice be served on Mr R. W. Grant to have tlie house in Belmont Road which was unfit for use or occupation pulled down within 28 days. DRAINAGE FOR COTTAGE. The district engineer, N.Z. Railways, forwarded a copy of the plan for the draining of a Railway c.ottage near the Puke Road crossing,, a.ud agked the council to obtain the owner’s consent to the laying of the; sewer across private land. It was decided to inform the, engineer that the ecjiincil would offer no objection to the, proposal, and would do what-it eoulil to assist in t'he matter, MOTOR REGULATIONS.

The Wellington City Council forwarded a copy of the motor regulation whic.li requires local bodies to erect a traffic sign on ©very road crossed by a railway or tramway, whether public or private, and also, to erect signs in streets to indicate the areas in which speed limits are reduced below those mentioned in the regulations. The council was invited to join, with the Wellington; City Council in making a protest to the Gove;r.nment against the regulation.

The Mayor said he did not agree with the first portion, and. thought that the expense should, be borne by t'he Railway. Department. It was decided to co-operate with the; Wellington City Council in its objection to this portion, of the regulation. HEAVY TRAFFIC. The Engineer-in-Chief, wrote asking, the council for a statement of the amounts received since the; heavy traffic came into forge, aP,d also any information that might be available as to th e conclusions that the council or staff had come to as to whether the damage caused to t'he roads was greater than that which would be, caused by a number of ordinary motor-cars using the same amount of petrol. Also, whether any heavier class of construction had been adopted than! would have been adopted had there been no vehiqleis with a load in t excess of three tons.

On the; resolution of the Mayor, seconded by Cr. Flatt, it was decided : “That the town clerk forward a statement of the amount for each year to date-; that the principal use to which the money has been put, has bee,n lor the purchase of metal and rolling and scarifying , streets; that the council, from observations, is of c-pin on that heavy vehicles cause greater damage than that which would be caused by a number of ordinary motor-cars using the same amount of petrol ; that during the past two yejars this borough has reconstructed several miles of streets, and in every case, has bee;n compelled to adopt a heavier class of work than would have been necessary had there been no vehicle with a laden weight in excess of three tons,” HIGHWAYS SUBSIDIES. The District Highways Council wrote, with reference to the increase in subsidies payable on maintenance anil biidg.es, the increase to apply to secondary 'highways as well as th© primary system, and also main Ihighwiivs in boroughs. WATER CHARGES. Mr J. H. Evai<s wrote requesting the council to remit half of the amount of the water on his mill owipg to t'he fact that the mill had n.ot been working half-time and he found it very hard to keep., the mill working at nil.

It was decided to make a rebate of £6.

SWIMMING CLUB. The newly-formed swimming club wrote asking the council for the use o,f the baths on Tuesday and Thursday nights, and also the conditions. The Mayor said that the council should encourage the club, as from its activities the council would benefit. He; favoured granting permission so long as the club paid for the, ’ight an.fi undertook t'he responsibility ol looking after the baths. After some discussion it was decided, on the motion of the Mayor, seconded by Cr. Hare : — “That without precedent and <l«iring the council’s pleasure, and the swimming c.lub giving an undertaking for the safe custody of the council’s property, and that the, club ray for the lighting, the club memberonly be granted the tree use of the baths on Tuesdays and Thursdays from 7.30 p.m. to 9.30 p.m.” SUBDIVISION OF SECTION. Mr N. O’Neill, <.n behalf <„,f Mr R. Wells, requested the council’s consent to the subdivision of a portion of land fronting Bradley Street, wai-::h was not the necessary width. The Mayor said that ho ha-1 carefully considered the r.eyiues!, and although the road was not the full width, he did not think the borough would suffer by granting the request. This was agreed to on the motion c Cr. Porritt. PARKING OF VEIHCI.ES. The following, resolutions prohibiting the parking of vehicles at t'he Auroro Theatre and at, the Racecourse were carried :— “That except for the" purpose of picking up or setting down passengers, no vehicle shall stand’ between the centre line of Nor.man.by Road and the kerb on the north side far a distance of 50ft on the eiast side of the entrance to the Aurora Theatre, and a clear distance o.t 5011 on the west side oi the above.-said entrance during any period for. one hour before the commencement to half an hour alter the close of any function which, at any time may be held, in the said ! theatre: provided always that during the operation of this resolution such portion shall be marked by ‘no parking’ sig-nls.” “That except for the pui p ,se of picking up or setting down passengers, no vehicle shall stand on Thames Road bewteen Station Road and Norwood Road ; and Raroa Road on the; east side of Thames Road from Norwood Road to Duff’s house, on any day on which a race -me,eting is being held in the Ohinemuri Jockey Club’s property. Thames Road : provided always that during the operation of this resolution such portions shall he marked by ‘no parking’ signs.” ERECTION OF CREAM STAND. An application fc ; r a permit to erect a erea,m stand 6ft bv sft, on Te Aroha Road, was receivcjl from the Te Aroha Dairy Co., Ltd. Cr. Hare thought that the council should have more definite details before granting, the request’. He was adverse; to granting the request without such information.

The Mayor said that there was a question of principle involved, and he did not see why they should allow a transhipping station to be built on the road.

Crs. Porritt and Flatt agreed with the views of the; Mayor.

Cr. Silcoc.k said he did not seo why the application should mot be granted. Tlss company collected the cieam from a large percentage of the producers in and around the borough, and it was n;epessary to have the stand at that ejid of the town. He considered that if the stand was required solely for the purposes of the producers in the district permission should be; granted.

The Mayor said that if it war to facilitate the transhipping of goods it should- not be allowed, and he moved that, if a stand was designed for a receiving station for farmers in; and arCjUiid Paeroa. the matter be left in the hands cf t'he works committee ; but if solely for carting contractors to facilitate the transportation of c.ream, the application be declined.
