BUILDING NEW FIGHTING FLEET. ITS FABULOUS COST. The launching of the cruiser Koln at Wilhelmshaven is a fresh reminder, of the energy with wh'ch Germany is building, up her new fighting writes the naval correspondent of the Daily Telegraph. Since the. beginning of 1925 she has launched four, cruisers a.nd twelve destroyers. A fifth cruiser and a torpedo-boat are now o ( n the stocks. Three, battleships have been modernised at heavy expense. including alterations to machinery and partial re-armament, and most of the old cruiserjs and destroy-' ers have been similarly treated. The battleship Zaliriugen has been converted info a wireless-controlled target ship at a, reported cost of £200,000. A first appropriation has been made for, the building of a 10,000-tqjn armoured ship which is to cost £l, 000,000, and three further vessels of this type are projected. Nearly £500,000 is being spent on dredging a niew channel at Wilhelmshaven, the North Sea naval base. Experiments with Dies.el motors for future German warships are being prosecuted on an elaborate scale at an annual charge of £lOO,OOO. Large Sums have been appropriated! fojl guii(S, torpedoes, mines, explosives, and signalling apparatus. The German naval budget for 1927, which stood at £.11,000,000, exceeded that of Italy, and was only £1,000,000 less than .the, naval expenditure of France. During the past four, years, Germany has built on authorised nineteen vessels of war, the aggregate cost of which will be at least £18,500,000. If the additional ships now projected are built, the total will rise, to, £30,000,000. As has been pointed out in the “Daily Telegraph,” the cost of Germany’s new warships is almost fabulous. For example, each 6000-ton cruisei; has absorbed over £2,000,000, the armament alone accounting for £725,000'. A tiny of 200 tons is, priced ait £187,000 (£935 a to.ni), and the estimate for the 10,000-ton armoured Ship is £4,000,000, or nearly two-thirds the cost of H.M.S. Hood, a Vessel of 41,200 tons, Nor is it oyly in regard to material that the new German navy presents some very' peculiar features. The personnel establishment last year, consisted of 4979 officers., warrant officers, an(d petty officers, and 9935 men, or practically one officer to every two men.
