Tenders, to be addressed to the Commissioner of Crown Lands in an envelope marked “ Pender for Buildings ” and to be accompanied by a deposit of one-fifth of the amount tendered; the balance, if tender accepted, to be paid wffhin twenty-one days of acceptance. 2.
