MORE AMENDMENTS TO FOLLOW

At Thursday night’s meeting’of the Paeroa Borough Council the Engineer in Chief, Public Works Department, in forwarding copies o£ the Motor Vehicles regulations, 1928, wrote as follows:—

“It is hoped.that the administi'aation of the regulations by local bodies and. the police will at the same time be thorough and reasonable. In this? connection, it might ‘be well to stress the fact that the regulations mainly are intended not to create new offences or to bewilder the motor driver, but to place further check on the careless and /dangerous drivers who constitute such ’a menace on the roads, For example, it is hoped that regulation 15, clause 2, will be interpreted as intended, namely, as an aid to .prosecutions for dangerous driving, but not as a separate ground for prosecution in itself.

“ Exception has been taken by a few local bodies to the mandatory form of regulation 16 relating to the/ erection of traffic signs by local authorities. It is pointed out that sub-section 1, clause b of section 36 of the Motor Vehicles Act, 1924, infers t'hat the erection of these signs will be mandatory under the regulations, and furthermore, except in the case of railway crossings, schools, and hospitals, the decision as to what are dangerous places is in the hands; of the local authorities. It will be noted, that traffic inspectors appointed in ternjfs of the regulations are required to have a driver’s license, This does not mean that every traffic inspector must have such a license, but merely that the special powers given to traffic inspectors by regulation. 2 and other parts of the regulations, are exercisable only by traffic inspectors appointed under the regulatons, and, ! therefore, having a driverls license. It is hoped, at an early to issue the, regulations, perhaps together with motor lorry regulations and motor omnibus regulations, in booklet form, with an index, in connection with this I wish to warn local bodies that it is proposed to issjue further amendments to the motor lorry regu* lations at an early date, and that one proposal is to bring the licensing year for motor lorries into line with the general motor vehicle licensing year.” The letter was referred to the legal and flpance committee,
