The matter of forming a drainage district under the Lands Drainage Act and taking over from the Lands Drainage Department the control of the area between Pipiroa, and Waitakaruru has been under consideration by a committee for some time. Lengthy negotiations hajve been concluded with the department,' and thq committee is now in a position to report to the settlers, interested on the terms of .the department’s offer. A meeting will be held in the Pipiroa Hall in the near future, probably tomorrow, at which all settlers within the area should attend. Incidentally, the boundaries of the drainage district suggested by the committee coincide with those o’f the Hauraki Plains West water supply loa.n special rating area. “People in the Old Country love talking about the pool - South African black,” remarked Mr J. E. Billing, of Johannesburg, to a Napier Daily Telegraph reporter, “but the fact of the matter is, the; Kaffir has a right royal time of it. He wiorks for a ifew years at the gold-mines oi- other employment, saves up enough money to purchase sufficient cattle to exchange: for five or six wives, and then retirse and allows his wives to work for him. Did yo'u ever hear of a white m'% who was able to retire after five or six years’ work, having in his possession at that time five or Sjix wives?” bearing in mind the latter portion of the query, the newspaper man was emphatic in his negative reply.
