POWER BOARD LOAN POLL. NON-CONSUMERS’ RATE QUESTION Legal opinion in connection with the conduct of the forthcoming Power Board loan poll wafl submitted to . Tuetsday’s meeting of • the Thaines Val,ley Electric Power Board by Messrs P. Gilchrist and Son, solicitors to the boad. The advice states “The ensuing poll, whether in borough or county, is to be of ratepayers only, ratepayers, being persons whose names appear in th 6 occupier column of the valuation roll a constituent district in respect of rateable property within thaj. district. The rolls of ratepayers of the several constituent districts, taken together,- are deemed to be the roll of ratepayers of your district. The clerks are to supply certified copies. Each 'rater payer oif your district has one vote only. Votes are to be recorded in the respective constituent districte, but you may have a’ general polling place in the power district where anyone may vote, irrespective of the location of . his property. . . . Section 107 provides .that the. clerks of tho constituent districts are to send you ten days before the. poll each ; a- list of all ratepayers .whose rates are in arrears, for isix months, and none o>F these are. entitled to vote.’’ The advice added that default of payment of the non-consumei’s’ rate Was not a disqualification.
