Although Mr Bruce has promised to bring in legislation providing for a scheme of national insurance. (says a Sydney paper) the State Government will- probably go on with its proposal to bring in an Unemployment Insurance Bill. Sufficient data has been gathered to. justify the drafting of the measure, and it is thought that no time will be lost in putting the matter before Parliament. Under Mr. Lang’s scheme a sustenance allowance to bona r fide unemployed workers will be provided upon certain conditions, one bf. which to militate against an influx from other States will be a residential qualification of at least six months.

H is believed that the following scale of benefits will be adopted: Unmarried males and females, widowers, or widows, 25s a, week ; male workers, with a wife and children dependent upon them, £2 10is- a week; children under 16 -years of age supported by a male worker, 6s a week.

The suggestion is that a council to administer the scheme should be appointed, to consist of the Minister for Labour and Industry, the Under-Sec-retary to .the Department of Labour, and representtaives of the employers and employees. To meet the financial demand an unemployed fund, ' controlled by the Treasurer and contributed to by the State, the employers, and the employees; -will probably be instituted.

No attempt will be made to bring in the bill during the coming short session, but when the House reassembles in June or July probably it will, have a prominent place on the legis-lative-programme.
