On Wednesday last Ml-Hig-gins wi otc to the cliaiim.au aud councillors as follows; — "With reference to my resignation, 1 beg to state that 1 have fully considered the matter, and have finally decided to resign my position as engineer tv the council as from the end of August, 1924.” The letter was read al a special meeting pf the council ou Wednesday. Cr. Mayn said he was very sorry to hear Mr Higgins' decision. The engineer had proved an excellent man, and one whom it would be hard to replace. He was nut anxious to do so, but would move that .the resignation be accepted with regret. Cr. Parfitt, in seconding, suggested that the council give Mr Higgins the best credentials possible. The chairman said he would be pleased to sign a testimonial that would be .of advantage to Mr Higgins anywhere. The county w.as not like the general run of counties, and majiy difficul' problems not met with elsewhere had to be grappled with. Cr. Harris said that he was deeply grieved to learn that the engineer had decided upon this course of action. He had hoped that after the practically un’inimous vote of confidence by the council Mr Higgins would have decided to remain. Cr. Hayward also spoke, aud said that it would be hard for the council to get another man as good as Mr Higgins. Cr. Miller said-he hoped the engineer would obtain a good position. While Mr Higgins and he had disagreed on some matters, he had always tried to deal fairly with him. Mr Higgins said he wished to thank tiie members for their kind remarks. It was only fair to state that despite the differences he had felt that he had and would receive fair treatment from the chairman. On the motion of Cr. Parfitt, seconded by Cr. McLoughlin, the chairman and Cr. Mayn were deputed to prepare the testimonial.
